Abstract

This manifesto positions RCUBEAI as a research and engineering initiative committed to safe, auditable, and governable AI, and ultimately to Secure Artificial General Intelligence (SAGI). This stance is presented as the consequence of validated architectural maturity, not a declaration of intent. It argues that safety and governance must be architectural properties, requiring explicit representations, declared validity boundaries, refusal/qualification as legitimate outcomes, and structural invariants rather than emergent behavior. The document frames “coherent reasoning” as a structural process constrained by representability, enabling bounded and auditable computation by construction. It also introduces the R3 programR3 AUDIT (certified reasoning), R3 GOV (architectural governance), and R3 SAGI (secure AGI)—and outlines Europe as a natural institutional environment for governable AGI. :contentReference[oaicite:0]index=0
